Elham's Process

1- Nomination & Outreach

The Elham Team in Palestine developed a comprehensive approach to promote the program and nomination phase throughout the country. The Elham staff, partners, and district coordinators all play a vital role in delivering Elham’s message, goals and educational approaches to the maximum number of people. This not only ensures adequate participation in the program but serves as an effective effort to instill the program, promote and value educational staff in our society, and encourage creativity and innovation. 

2- Evaluation Stages: 

This section details the evaluation process adopted in the Elham Program in Palestine. The evaluation phase is broken down into three key phases which includes the initiation review, initial evaluation, and the final evaluation. During the evaluation processes initiatives are assessed by applicant eligibility, equivalence to the Nomination themes, impact, and their contribution to the well-being of children. 
 
Based on the lessons learned from the previous cycles, it is essential to give representatives in districts a chanceto participate and share opinions about initiatives implemented in their schools. They have more knowledgeabout initiatives in the schools and can make for a valuable and effective evaluation and assessment.Representatives from the districts can give valuable consultation on initiatives and offer ways to further developpromising initiatives. They can also detect the beneficial initiatives that deserve to be mainstreamed on the locallevel.
 
Thus, all the educational districts formed evaluation committees. The technical deputy of the educationalrepresentative office in each school district supervises the work of the evaluation committees.
 
The evaluation process consists of three main stages:
 
1. Initial Evaluation Stage: Electronic Evaluation of initiatives.
2. Local Evaluation Stage: Field verification visits to schools where the initiatives were implemented. The committees fill out a verification visit form. Then they complete the detailed electronic application.
3. Final Evaluation Stage:Meeting with the initiators, targeted groups, and beneficiaries. This step has evolved throughout the lifeof the Elham Program. In 2008, Elham tasked the districts to verify initiatives because they have thecapabilities to verify the evidence, significance and influence of initiatives. Local evaluators are moreeffective in assessing the impact and differences made by initiatives to the learning environment andthe targeted beneficiaries.  
  

3- Recognition and Appreciation  

Recognizing and supporting exemplary initiatives is a key fact of the Elham program. The program aspires to enable initiatives to achieve their objectives in the educational environment and assist them in disseminating and intensifying their effects.
